Understanding Messaging Limits

Messaging limits dictate the number of people you can message each day on WhatsApp. These limits ensure that businesses don't overwhelm users with excessive messages. The limits are as follows:

  1. Limited Access (Without Facebook Verification): Send messages to up to 250 people daily.

  2. Tier 1 (After Facebook Verification): Communicate with 1,000 people daily.

  3. Tier 2: Reach up to 10,000 people daily.

  4. Tier 3: Connect with 100,000 people daily.

  5. Tier 4: No messaging limits—send messages to as many people as needed.

Increasing Messaging Limits

From 250 to 1,000 (Tier 1)

  • Requirement: Achieve Facebook Business Verification.

  • Alternative Method:

    • Send messages to 1,000 unique contacts over 30 days.

    • Maintain a high-quality rating.

From 1,000 to 10,000 (Tier 2)

  • Requirement: Send messages to at least 500 unique users within 7 days.

  • Automatic Upgrade: WhatsApp automatically increases your messaging limit if:

    • Your phone number status is Connected.

    • Your phone number quality rating is Medium or High.

    • Your display name is approved.

    • You’ve initiated X or more conversations with unique customers in the last 7 days, where X is your current messaging limit divided by 2.

From 10,000 to 100,000 (Tier 3)

  • Continue engaging users while maintaining a high quality rating, and WhatsApp will automatically increase your limit when the criteria are met.

Unlimited Messaging (Tier 4)

  • Upon reaching Tier 3, you can potentially send unlimited messages by adhering to quality standards and ensuring user satisfaction.

Automatic Adjustments

  • WhatsApp may increase your messaging limit by one level within 24 hours if conditions are met.

  • Decreased Limits: If your phone number’s quality rating drops (e.g., flagged status within the last 7 days), your messaging limit might decrease by one level.


Maintaining High Quality Ratings

Your quality rating reflects how well your messages are received by recipients. To keep your rating high:

  1. Opt-In Compliance: Obtain explicit opt-in from customers before sending messages, ensuring they are interested in receiving communication from your business.

  2. Personalized Messaging: Send tailored, useful messages rather than generic, open-ended ones.

  3. Frequency Management: Avoid overwhelming users with too many messages in a short time.

  4. Message Clarity: Clearly communicate the value of receiving updates on WhatsApp, specifying the types of messages customers are opting into.

  5. Opt-Out Options: Provide clear instructions for opting out (e.g., a ‘STOP’ or ‘UNSUBSCRIBE’ button).

Monitoring and Feedback

  • Meta monitors user feedback. If your phone number receives a high rate of blocks or reports, your messaging quality might be flagged, leading to a decrease in your messaging limit.


New Marketing Message Limitations in India

WhatsApp is implementing measures in India to enhance user experience by limiting the number of marketing messages a user can receive from any business within a specific timeframe.

Key Points:

  • Affected Messages: The limit applies to marketing template messages that start new conversations, not ongoing ones.

  • Error Codes: If a message exceeds the limit, the Cloud API returns error code 131026, and the On-Premises API returns error code 1026.

  • Strategy: If a message is not delivered due to these limits, delay re-sending attempts over longer intervals.
